Dustin,if you havn't already, I'd try asking Ken himself.
Plenty of people on this list have built CGS stuff (not me)
but, they would need voltage readings to give any asistance.
Voltage to ground for each IC pin & transistor would be  start.

Most of the stuff I build that didn't work had a short,
or a component the 'wrong' way around.
