Even if you remove all traces of ways to run IE (e.g. shortcuts, 
iexplore.exe, etc.) you will still have the DLLs present - many of them 
are core DLLs of Windoze and are needed whether you use IE or not.  So 
upgrading to the latest IE on the box with the problem may well fix it 
(even if you don't plan ever to use IE).

But personally I would format the whole thing and put something more 
stable like Win2K or WinXP on it.  If it's quite an old computer go for 
Win2K.  And if you don't want to use IE, just remove the shortcuts, set 
Opera or whatever to be your system browser, and leave it at that - you 
won't notice any improvements in Win2K stability if you try and remove 
more of the IE components (in fact you are more likely to cause yourself 
problems because other software may rely on what you remove).
