One possible solution (there are always more):
Take a few strips of metal, 2 mm thick minimal.
Drill bolt-sized sunken holes in them.
Screw the threaded spacers to the metal strip, making sure the screws
are level with or below the surface and screwed in tight.
Super-glue, epoxy or whatever the strip to the backside of the panel
(airplane glue for alu?)
Screw your PCB to the spacers.
Both screws should of course be less than half of the length of the
spacers. ;-)
