There is a special formulation of epoxy for gluing metals. I've used it to
mount threaded standoffs to panels with very good results. The joint seems
very strong once the epoxy is fully cured, although I haven't determined the
exact strength, for obvious reasons. :-)

As someone else mentioned, the key is to make sure that the surfaces are
free of grease. I also use coarse sandpaper to rough up the panel so that
there is more texture for the glue to sink into.
