maybe what you want is Chameleon:

its not exactly nord-modular'ish, but in some ways it seems like what 
you're looking for: an open source DSP-based system that can be 
tweaked/hacked/extended in interesting ways akin to that of the F/OSS 
world ..

there has been mention on the chameleon-dev list of the idea of 
building a modular synth 'skin' (chameleon talk for DSP program) that 
would allow you to do nord modular'ish things on the chameleon.. 
maybe you want to subscribe to that list and ask around, maybe even 
your doing so will prompt such a project into starting up:
