The punch is caleed a Greenlee punch (brand name). It will work in
some plastics (polycarbonate) and not well in Acrylic.
You still need to drill the center hole accurately.
There is a drill bit called a 'brad point drill' that has a little point
in the middle
and is cut the reverse direction (the V faces the work). I'd use these
for plastic
or aluminum.
You might have some success with a step drill (unibit) if you allow lots
of time to
keep the bit from getting hot...
