Where possible I always use sockets since it allows for easier replacement,
and also protects the IC from heat damage during soldering. Another
advantage is that if you ever need to remove the IC you won't risk damaging
the PCB or other components whilst desoldering. I know of many people who
have inadvertantly melted a nearby plastic part whilst desoldering and also
the small pads can be easily lifted if the IC is a bit stubborn - even when
using a desolder pump or braid.
IMO sockets are cheap, even if the part using them is cheap it may not
always be so.
