Certainly, any amplitude modulated system, is not going to give 
anything better than maybe 8 bit precision. And there will be 
inherent lags from envelope detection.

All this, like most analog problems, been examined to death back
in the 1950s, for rocket telemetry etc. in facthte first commercial
VCOs were for transmission of analog measurements under noisy
electrical situations.
I would think FM, followed by phase lock loop detection.
And check whether Nyquist and Shannon will even let you do
what you wnat. I wouldn't like to try to go up against those two guys.
