Not necessarily a bad shop.
The computers in the repair shop don't have to be bought nextdoors. 
Maybe lost of them come from people who bought cheap in some discount 
warehouse or supermarket, where the complete technical vocabulary of 
the personnel consists of "Huh?", emphasized with a blank stare.
