I know a lot of what you speak of below has been true from my historical
experience (a mission-critical computer aided dispatch system), however,
India has come a long way and a lot of original IP now emanates from this
area of the world and recently that little i've been exposed to looks first
rate.
Now body shops are body shops and it's hit and miss no matter what the
ethnic origin, but if you ship and a well specified idea to India it seems
it is likely to return as well thought out IP.

What, of course, is not included in those EUR10/h is increased
communication effort for
+ you explaining the guy at your local office what you want
+ him explaining the guy in India what he thinks you want
+ you explaining the guy at your local office why the delivered
product is not what you wanted
+ him explaining the guy in India again what he things you want
+ ...and so on
+ explaining your customer, why it takes so fscking long
+ soothing your customer
+ promising your customer that the product really will be ready
and do what he expects it to do
+ losing the project and eventually getting sued
+ trying to get your money back from that outsource company
That kind of game might work if you're a big consultant company and plan
to screw up something like the German road toll system, but not for the
average contractor.
