These unshaved sailors are some of the most knowledgeable people I've 
ever met (well, electronically met, I should say.)

Seriously - the quality of some of the writing, for instance, by Ian 
Fritz, Rene Schmitz, or Achim Gratz, is fantastic. It deserves to be in 
archival journals. It's too bad there's not an "IEEE Transactions on Music 
Synthesis..."

There's the "Computer Music Journal," but they're not very circuit-focused 
at all.
