Not exactly... 

If it oscillates, it's an oscillator.  If it filters, it's a filter.

(A "function generator" style oscillator will never operate as a
filter, and probably all synth VCO's are function generator
oscillators, so an oscillator that doesn't oscillate is not
necessarily a filter.)

But more importantly for those of us building synthesizers, we care
about an oscillator that performs really accurately, or in a musically
interesting way, as an oscillator.  And we want a filter that performs
really accurately, or in a musically interesting way, as a filter.

I don't have a schematic of the Moog Source so I couldn't say.
