Weither you do the soldering or not is not really the issue. The issue will be
weither the components are RoHS compliant and that the solder is RoHS
compliant. It is still a bit of a challange to find those components, but
things are improving. You may be required to _proove_ that you indeed is RoHS
compliant, so that may take some extra attention when selecting, buying and
keeping recods of those events. There are some fuzzyness about RoHS, which may
be used, but it could also be hard to proove or ensure that one is on the right
side of things.
