I have not heard anything that verifies this on an official level. 
Roland UK are still supplying service notes when they can.

But, and this is a big but, they don't have many left. And they haven't 
made any copies. In the last month I have tried to get a D50 and TR909 
service note set and have been told that they are no longer available. 
Only one copy exists of each in Roland UK and that resides in the 
service department.

So this is not policy as far as I can tell, but logistics.

They still do the occasional photo copy for me, but that is maybe 
because I'm one of their service centres :-)

Now, I did ask whether there is any chance of a system like Yamaha have 
whereby all the documents are online. The word is that Roland have no 
intentions of doing this.

I should add that Yamaha's online documentation is far from complete and 
not available to the general public. Either way, it is useful resource 
for the service centres.
