[sdiy] Broken CEM3310?

I have a CEV3301 set from Curtis which appears to mostly work fine.
Only problem is that the attack and decay times seem to be zero all
the time.  The voltages at pins 12 and 15 of the CEM3310 seem to
be correct (range between 0 and about -220 mV) and the release and
sustain settings work as they should.

Is this likely to be a dead (at least partly) 3310 or can it be
something else?
