If you can source all the components, I suppose you could hack one
together on perfboard. Though you may find that the parts alone
cost more than the whole kit from PAiA, especially if you're
buying in small quantities.

Not to sound discouraging, but if you can't even afford a
FatMan, you're in trouble. I don't think you can make a
two-oscillator, one-knob-per-function MIDI-controlled synth for
much less than that.
