Not easy in MIDI (and the resolution is the main problem,
as i see it).
But, trivial if all you want is a DIN clock.
Because, just have a triangle generator, at the frequency of the bar.
And enough compartors looking at the triangle.
And have each comparator generate a pulse.
Now as you adjust each comparator level, you are adjusting when the 
pulse occurs.. and you just add all the pulses together.

Which means you can have whatever damn swing your heart desires.

And someone here doubtless will work out how to do it with fewer parts 
than I can.
