Nothing's impossible!  It's a matter of specs and
determining how many bux you're willing to spend to
achieve the desired result.

It seems to me that to properly implement swing on the
MIDI clock, you need to know target tempo on a per
beat basis.  

If your tempo is constant, all you need is a
programmable pulse delay mechanism with the smarts to
delay every Nth (or so) pulse.  Then the question
becomes how accurate and how much granularity of
control do you want.  A PIC would probably be up to
the task and other devices might be even more
suitable.  Doing it in discrete logic would be a real
chore.

I think the real challenge would come if your tempo is
changing.  You'd need a way to predict the change so
your swung pulses don't sound late or early and
"lurchy".
