Not that it's the same kind of mechanism, but I just tried an 
experiment with a junk box part.

I've got a 1x12 rotary switch that doesn't seem to have a rotational 
stop...it just keeps turning.  I just popped out the ball bearing 
that gives it the click stops, and it takes much less torque to turn 
it.

A small motor driving such a switch sould be used as a primitive 
mechanical voltage sequencer.
