There are developement boards available for most platforms.
But software developement shure is another chapter itself.

you can do cut'n'paste on many levels.

It's a matter of preference, taste and knowledge, I think.
And the design itself also matters alot.
You can do easy analog and easy digital designs...

It doesn't really matter.
