I had a similar problem with a Tascam CD writer. When it started up, it
would reset the CD drive, and the current draw would cause the start up
sequence to start over again. Eventually the cap would hold enough
charge to make it through the power up and it would work fine. I opened
it up, check the power supply lines for sag. I ordered a cap with a
higher temp rating (Florida - high humidity, high number of thunder
storms, high temps if you leave the windows open - and occasionally high
winds) and now it works fine.
