My idea was getting complicated: make the mod wheel the moving
element of a variable-capacitor circuit.  Use the variable capacitor
to tune a low-megahertz oscillator, divide down the output, and feed
it to a counter.

I keep thinking there ought to be a way to do this with a counter
circuit in a manner that would be repeatable and stable.  But your
idea sounds a lot simpler.
