A good tool for creating such paradoxical sounds in the analog domain is a
frequency shifter. By feeding the output of the frequency shifter back into
the input, with a very low amount of shift, you get phasing effects that
always cycle upward (or downward), which is a filtering effect that is very
similar to the endless glissando Risset generates.

The frequency shifter trick works in the digital domain, as well. I have
added frequency shifter tools to Csound, Reaktor, and Supercollider, and
such tools are also available in MAX/MSP and PureData.
