Why would it? 

For machines which indeed send out 8x kk vv instead of 9x kk 00 it
doesn't make a difference.

I guess it was never implemented for performance reasons, i.e. the 
controller could be kept simple and no additional modulator must be 
introduced into the modulation matrix. 

So it was hardly ever there, hardly anyone missed it -- so why bother.
