the other problem is detecting the difference in time
not to have pumping, breathing etc...

One way might be to have a short DIGITAL delay
(if I didn't care about quality I'd use a BBD :^)
before the audio mute... so you can process the signal
and make an intelligent decision.

This would work for radio OK but might give a 
"kung fu movie" effect to video...
