yes this is a big problem for the military and the lives of it's servicemen. 
since joining the Navy I have heard the stories of ships dead in the water 
because of this. my neighbor recently left for deployment aboard the Anzio 
which left port with only one of it's 2 engines operating - I wonder...
my new job is repairing the avionics of F18 Superhornets and trust me, I 
will test the parts!

Maybe those 3280s are just dummy chips used for programming pick and place 
machines ;-)
