Sounds like a job for CMOS:

Here is a 24 bit psuedo noise generator:

These things are simple and can be made with 4xxx series parts and will run
on any voltage from 3 to 15.  The clock input is just that, it can come
from a VCO (square or pulse output) as it does in my case or it can be a
simple fixed frequency clock that you can make from 2 inverters, 2
resistors and a cap.
