Yes, SMD adhesive is typically an epoxy and sparingly used. It's easier, to
connect direct to the chip leads, if you carefully elevate alternate device
pins.  I prefer to use commonly available adapters which can be found for
the "heavy traffic" device pin outs.   The board shown is "Surfboard" for 16
pin SOIC.

Wouldn't it be possible to stick SMDs to perfboard with a epoxy, and then
solder leads (as in "wires" ;-) to them?
