Yep.  Use an op amp.

If you take your standard unity-gain inverting amplifier (or non-inverting if 
that's going to be an issue) and just feed some dc into one of the inputs 
through a series resistor tied to the wiper of a trimpot to get it where you 
want it.

I'm not feeling ambitious enough to try an ascii schematic at the moment. :-)
