I hate these rings with a passion...  there *is* a tool for tightening them,
its a barrel that just fits around the ring that has two keys inside that
fit the slots, but barring one of those you can use what I keep around which
is a cheap pair of needle nose pliers that I filed until the tips fit into
the slots.
