[sdiy] Powering up for the first time

So I've been working on an Octave CAT for a long time.. basically rebuilding 
almost the whole thing because it was completely screwy when I first got it. 
  It is almost time to power it up for a test and I'm hoping nothing goes 
wrong.  I've checked the power supply with no load and it reads +/- 15.75v 
so that seems good.  Should I leave the ICs in or out for the first power 
up.. any other cautionary measures or tips?
