Or a sign that "the suits" finally also have taken over research.

Just like trends in fashion, music taste etc. are "researched" and
appropriate "forecasts" are developed, they now want to "research"  
research to see what might be a worthwile topic to dig into for instant
or near-future commercial exploitation.
