Keith, what is the voltage into the 7805? If its high enough for the 
device to work properly, ie. above 7.5V, then this would suggest the 7805 
is running into current limit. This is typically around 1.5A for this 
device. This would suggest a near short on the +5V line, maybe a duff cap 
or a blown IC. An ohmeter should tell whether its a cap since the short 
will be there without the power on. A blown IC may be more difficult 
since it may need a higher voltage to show its fault condition.

The excess current would be enough to explain why the transformer is 
getting hot too.
