Chad,
I would sand it with fine sandpaper for a long time ( as opposed to coarse
paper to get done quickly). Coarse paper will leave deep scratches that are
hard to get out. Do not sand across the grain at all.
 
Try 120 or 100 if it's deeply scratched. Use aluminum oxide paper for the
initial sandings and black wet sand paper for the finish sanding.
 
Go down to the wood. Apply a good sanding sealer and sand with 180. Clean
the surface with a tack rag. Varnish the thing with Spar Varnish. Urethane
is not as hard as Varnish and it takes a real long time to dry completely.
The shine that you can get from Varnish is awesome. If you want a satin
finish use satin spar varnish. After the first coat is completely dry sand
it with 220 wet. Apply a second coat of varnish after completely removing
any residue from the sanding. Steel wool the second coat with 0000 steel
wool and paste wax. ( butchers wax) Buff off the paste wax. You'll never
have to worry about that finish again.

Initial google searches yield nothing very useful. Perhaps one of you can
