You might look at the TL431,  which is available in 8-pin DIP and TO92 
packages,  and is "adjustable" with a couple of external resistors from 2.5V 
on upwards.

This is a real common part to be found in computer power supplies,  if you 
have any dead ones on hand or can get access to some.
