Mine have decoupling caps. It was maybe 2 minutes work to add them to 
the bottom of the PCB.

It is in the instructions to put them there and they are listed on the 
BOM on the ucapps.de site.

SmashTV is not the designer of the circuit, he is supplying the pcb.
