If someone wanted to make an arbitrarily swung bar, you could have 
a sawtooth generator that ran for one bar, and 15 comparators that 
were arranged to give a clock pulse at adjustable levels.
Preferably slider controlled.
Then, you have the initial click, and 15 that you can set anywhere.

Now how to get this over to midi...???
