Harry,

Funny thing. Last month I bought a package of Neon "Flicker-Flame" bulbs to 
experiment with. The "flame" jumps around the two metal surfaces with no 
apparent pattern.  I believe that they may be suitably random. Neon is light 
and heat sensitive so the environment will have an effect.
