[sdiy] Discharging electrolytics

I always do something really stupid with those, like, "hey I'll just cut 
them off and throw them away, effectively avoiding the problem all 
together." 
And then I go and cut both leads at the same time with a metal wire cutters.

I suggest you design and build a prototype pcb of an overly-elaborate and 
roundabout circuit to send the discharge of the two massive lethal 
capacitors into hundreds of smaller, similar, almost-harmless capacitors. 
Then you can safely discharge those individually, one by one, by hand. 
So what do you think?
