[sdiy] Frequency counter

There is a TTL counter inside that uses a diode matrix to set the divide
ratio that sets the speed for the motor that turns the wheel. Because of
the diodes, the voltage at the input they drive is at a very marginal
level, and sometimes the counters refuse to respond....sort of a bad
design. Still, the Conn unit seems to be the one that is easiest to use.
There are a few other technical issues with the thing as well, although
they are much more minor.
