Not freeware, but Adobe Audition can do this.
Generate sine wave, loop it through soundcard & whatever system you're 
measuring, select Frequency Analysis from menu and watch the pretty graph.

Making such a program would be very simple to anyone with a bit of 
ASIO/DirectSound experience (I have way too many projects underway to do 
it myself).
