[sdiy] Audio Signal Generator/Analyzer

Does anybody know of a piece of software out there that will behave as a 
sine wave generator (for the audio range) and distortion analyzer that runs 
under microsoft windoze?  I need to measure distortion at a very low level 
(I am going to be very optimistic, so I need to go down to 0.001%).  My 
Layla should be able to do the conversions, I just need some software.  Oh, 
yeah, it sure would be nice if the software as freeware....
