since i don't have a lot of metalworking tools, i've had good luck using double-thickness copper clad circuit board material for panels.  i can cut it using the score-and-break method, drilling is much easier than metal (don't breath the dust!), it's light, rigid & conductive.  might be a tad pricy new, but i found a bunch at the local surplus store.
