ADSP tools are not free, sorry.
At least they were'nt last time I checked. You can buy EZKIT Lite to get them. That's how I got mine years ago.
Download all available books about ADSP from www.analog.com. After reading them you should have no problem designing your own board with them.
There's also a site devoted to EZ-KIT experiments, but I can't find the link. I think google should show much more when you type EZKIT than just ADSP2111.
