Since this comes quite unexpected, with no time for preparation, I 
think that "2004 only" should not be a binding rule for the first 
award. "This century" or at least 2003/2004 might be a better limit.
When the award proves to be a success that cries for repetition, 
people have the whole of 2005 to prepare for next year's entry.
