[sdiy] vcr delay line?

i was looking inside a dead vcr and a big blue rectangular component caught
my eye. it looked like a fairly large plastic capacitor - however, it was
clearly labelled, 'DELAY LINE'.

when i tugged on it hard enough, the blue shell came loose. the 4-pin base
was still attached to the PCB. inside the blue shell was this weird piece
of plastic with polka dots on it and a cutaway where the four wires
attached. there was also a partial overlay of some other kind of plastic,
and a little rubber spacer.
