[sdiy] Cheap ( and I mean CHEAP ) PCB source?

I've got a few companies that I've used for boards, but I need to make up
some adapter boards, they'll measure about 40x30mm and just adapt a surface
mount CPU to DIP.  Ideally these should cost around $1 ea in quantity.

I'm looking into buying these boards from a place in Latvia, but the shipping 
cost plus the bank transfer fees makes them pricey enough that I'm having to
consider just making the board here stateside unstead.
