Mike,
It's a combination  keyer-divider chip - one is used for each note of 
the upper octave - it divides down to get the lower footages for each 
note and provides a VCA for each footage - a simple RC envelope 
generator is connected to each control input to interface with the 
keyboard. I can email a pdf if you want. It was a commonly used chip in 
the late 70's/early 80's stringers.
