The keyboards for the Emu modular did this exactly; they had a gate
output for each note of the lowest octave. See the manuals at
http://www.emulatorarchive.com for details. (Highly recommended
reading; there is some fascinating material there.)
Also many of the Buchla touch keyboards were arranged this way.
And, of course, the Hammond B3.

It depends on your particular situation and skills of course. If you
are already building your own digitally controlled analog keyboard
(like the Emu), it's easy to add the feature. If you are building a
MIDI-to-CV module, you'll need to write some software.
