Pat,
Look for a mis-wire, if your frustrated have a glass of wine, and start
again. If you have a meter "ring out" the circuit, ring it out from the
component side so you don't mirror/interchange pins.
If your convinced connections are true and the orientation (common error
with Tranny's and Diodes) is correct then Scott's test should help you check
the 3080 component.
Passing this test, and still failing to find the problem, (and assuming your
'353 is socketed) pop LF353 output leg (driving the trannie/diode) and
jumper +10V to the CV Input jack. Does the VCA pass audio? Removing this
voltage does the VCA attenuate audio? If you answer either question NO the
opamp/trannie/diode orientation is wrong or the parts have failed.

Just a guess, but maybe the current source isn't sourcing current?
One thing you can try is to connect the top end of the 15K resistor feeding
Iabc to the 3080 to a 10K pot to ground. The 10K pot is used as a variable
series resistor. Twisting the pot should control the VCA somewhat. If it
does, the problem is in the current source.
I'm sure you can measure it. My guess is that the Iabc pin should be more
positive than the negative rail if there's any Iabc current flowing.
